They try to divide motivation into two camps. Behaviorism which does not deal well with the concept of free-will and which is the primary tool of classroom management vs intrinsic motivation which is based on stuff like self-determination. It is stupid to separate the two because it does work to use reinforcers to change behavior but it falls far short of explaining the big picture. There isn't one thing or one approach... individuals have a personal schema of motivational constructs working for them. It breaks down into things like, curiosity, challenge, control, competence, efficacy, beliefs, desires, goals, rewards,etc. all of which play on each other to create one multi-dimensional thing that is motivation to grow and become something more than you were. The successful people you know have strong intrinsic motivators present in their personal schema.

Public education systems are more about creating zombies who know how to follow school rules but are bored and boring, having had their desire to grow stifled by the end of 4th grade, after that it is all about avoiding the pain of failure in the grading system and surviving until graduation. This is thanks largely to behavior modification techniques used as the primary classroom management tool. Not every student succumbs to this but that is largely because they have other influences working in their lives.
