You mentioned IB and the short sell restriction is related to all the shares they have available are already shorted. So if you want to short it through IB, you would have to go through their "locate shares" process in order to short the stocks with restrictions, which will likely cost you some % to borrow them.

At least that's my understanding, I could be wrong!
