I haven't got time to check just now, but there were some stories, months or years ago, that the NSA had access to encrypted files through a back door. Back doors become a "vulnerability to hackers" when the NSA isn't alone in using the method to hack into citizens computer files.

and I'm thinking the stories might now have a common theme.
