That means getting the good inner city kids into positive learning environments. Ways to do this include vouchers and Charter schools.

I have read a few articles on that which confirm my thinking. All attempts seem to be made to get the poor kids from bad environments and/or those who are not doing well, plus smart kids from poor environments and put them in rich private schools.

What seems to work best is to identify the kids by fourth grade and help the smartest of them, not the poorest learners. You lose them if you wait until after puberty. Don't waste your time with the ones acting up, or the poor learners, identify the ones who really want to and are capable of learning and help them.

For instance, instead of a lottery, use testing and a interview to ID the best kids to put in the Charter school.

Which you cannot do, of course, the politics of it will stop any move in that direction.

Which is another reason for 100% private schools. Getting your kid in to one of them is a two way street. If you little darling is having a bad time because "he runs with a bad crowd," an interview may turn up the fact that HE is the "bad crowd."

"Birds of a feather flock together." Saw this with one of mine when he hit puberty. His mother thought it was the friends fault. I realized he went looking for that kind of friend.
