The illegality exposed there... is the government's own practice of fraud... that has them claiming to provide a benefit and providing the opposite, instead... while doing it in a way that intends to and DOES interfere with the rights of the ranchers to conduct their business without that sort of interference.

If it were any other private actor who claimed they had gained any ownership rights they didn't have before... because of a voluntary effort to provide help in "range management"... they'd be laughed out of court. The government has a legitimate interest in seeing the public lands be properly managed... but that interest doesn't exist independently from or create new rights that are superior to their own prior rights, or others pre-existing rights. So, the question of why the government is treated differently than any other provider of "range management services"... is made entirely relevant... particularly when they're not providing the service... and particularly when what they are providing is not the promised benefit... but tortuous interference.

Then, when you see on top of that, that the government is merely acting as an intermediary to transfer stolen rights from one party to another... it becomes a RICO issue... with the government acting EXACTLY like an organized criminal activity.
