I think "moving forward" means "please let me answer what you are asking but can we please drop the subject and move to something else because this is making me uncomfortable". Mark McGuire would be a good case in point. "I'm not here to talk about the past, I'm here to make a positive influence on this". He could have said "things happened in the past yes, but moving forward I'd like to talk about the upcoming baseball season and how we can bring home the bacon with a full court press by doubling down on positivity.".
