It not just that its not an exact minute correlation, its not an exact year, in fact its not far from not being an exact decade. The slowdown in health care inflation apparently started over 10 years ago by some measurements, and then acceleated and became more clear (noticeable on multiple measurements) later but still well before the PPACA. You might as well blame the reduction in health care inflation on the crisis in Ukraine.
