RUSL is a leveraged (3X) Russian ETF . I have it on my quote screen as a proxy for sentiment on Russia. Huge rally started a little after 10 AM. Right about the same time the bonds began to drop. So, I'm thinking somebody thinks something good must be happening re Russia/Ukraine. Buying Russia and selling bonds - reversing some of the fear trades.
