I disagree. When the block volume is 10% or less than the retail volume, the block trades likely cannot drive the price up.

I also don't think a trade at the MMs asking price is a sale. It doesn't make sense. When I make a 1,000 share trade (which I can see on Track On Line), it goes at ask price if it is a purchase. When an institution trades, how could it be treated any differently?
