According to HHS, 38.8% of welfare recipients are white. 39.8% are black.

Considering the disproportion in the population makeup, it is not a fair or even reasonable statement to say, "Whites are the number one recipients of it."

"Welfare" does exist today, at least in the generic sense of money spent to give stuff to poor people.

Under the broader definition of payments to poor people (food stamps, welfare, AFDC, housing subsidies, etc.) there are 120 million people in this country receiving at least one kind of benefit. And there are only 85 million working.
