The intention of the leaflets was to make the gullible think "OMG Putin really is like Hitler and now they are starting on the Jews. Quick, everyone attack Hitler/Putin before it's too late."

There was no intention for an actual registration process. It was an attention-seeking device. It got attention.

My guess is the disbanded Pentagon Office of Disinformation was responsible. But since they have been disbanded, they can claim it wasn't them who did it. They operate under a different name for plausible deniability. Their first disinformation was to claim that they were disestablished, which they were not.

Maybe the NSA could advise who printed the leaflets. But maybe the NSA employees are too busy checking the phone calls of their girlfriends and email accounts, and generally spying on people they want to be nosy about. They don't have time for stuff like intercepting the Boston Bombers, or the leaflet printers.

But maybe they are not too busy and don't want to admit that it was they who printed the leaflets and paid somebody to distribute them.
