It is a human right to have healthcare.....

Even if it were a human right to have healthcare, that doesn't mean that the mechanism for paying for it would fall under the concept of insurance. Insurance, again, is the hedging of risk, not the provision of health care.

A health care policy with a high deductible is consistent with the concept of insurance.

A plan that is provided by an insurance company that covers all medical expenses, not just big ones, is, conceptually speaking, not insurance but a co-op health plan.

And universal health coverage provided by the government without premiums is, conceptually speaking, the dole.

What you personally have and call health insurance is a mash-up of a co-op health plan, because you do pay a premium, and the dole, mostly dole. It is not insurance whether or not it is called that. Get over it.
