Every society, no matter how primitive, provides help for people inn need of medical assistance.

Decent people render assistance in an emergency. In this country, decent people stop and assist when someone collapses and emergency rooms have to take everybody. That's not the same thing as paying for their blood pressure medicine or to have a wart removed or a hip replaced.

We have laws that say we must stop at the scene of an accident to render aid if possible

You have it backwards. The laws do not require us to stop and assist. Those laws were passed because people were reluctant to stop because doing so put them at risk of being sued. The laws were put in place to enable people to stop and assist if they wanted to without incurring that risk. They are called Good Samaritan laws. Nothing to do with the right to medical assistance.
