A health care policy with a high deductible is consistent with the concept of insurance.
So is a low deductible.....or even no deductible..... With a high deductible the insurance company is likely to be the winner,....

Mince and parse all the words you want to your hearts content.........we all know what insurance is...
I have the feeling you worked in the contract department in your job....
