You cannot leave the scene of an auto accident without rendering or offering to render assistance....

That's only if you're party to the accident, potentially liable, not a passer-by. That doesn't speak to your assertion that disinterested parties are required to render aid. They aren't. If they do so it is out of the goodness of their hearts and at some burden and risk to themselves.
