OTOH in the east many of the ethnic Ukrainians speak Russian.

Only in Crimea are ethnic Ukrainians a minority, but in three other oblasts native Ukrainian speakers are a minority and in two more they are a very small majority (under 55%). That is out of 24 oblasts and out of 9 in the south and east.
