I have no idea whether his position is right or wrong on legal grounds.

I've said only that these armed government employees showing up to take the cattle was both risky and unnecessary, much in the same way the attack on the Branch Davidians was risky, unnecessary, and ultimately, deadly.

JLA would understand the legal aspects of it, which I do not. I don't know how the federal government owns all this land to begin with and if they do why they're not trying to sell it or whatever. Seems stupid to me.
