That's a form of political nepotism.. just as it is with the Bush family.. And they kind of rotate in and out every few election cycles as is the nature of political families..

But Putin hasn't been out of of office since 1999. That is basically Oligarchy, if not an Autocracy..

China could just about buy Russia outright.
And do you think that having Russia become subordinate to China would endear him to the Russian people, or his fellow Oligarchs? Russia and China have been historical rivals.. and share a large amount of border.

I think, more to the point, is that we have to look at Putin's personality, as well as who is pulling the levers in Russia.

Putin wants respect, but he doesn't know how to win it voluntarily. He has to coerce it. And some suspect that, deep within his psyche, he's actually a weakling.. and possibly a closet homosexual.. (likely in strong self-denial)..
