No, it started a lot earlier then that. Capital city syndrome is pretty standard historically all across the board. London, Paris, Rome etc. They all grow cause they suck resources into themselves. DC probably had a jump in growth during every war since the Mexican war and maybe the War of 1812. Certainly from the Civil War, and WW 1. The Great Depression was another big jump. My father went to DC to work and told me years later how it was hopping relative to the rest of the country at that time. Then of course during WW 2 another big jump.
