Your almost certainly wrong about that.

Not that there are not solid non-racist reasons to be against the law, but most of them don't have wide spread acceptance, anyone opposing the whole package would been seen as racist, and even somewhat racist candidates (which exist in both parties), would go along with their own self interest and vote for the law.
