Ed, this is because these countries have a huge underground conomy.Half the transactions are not reported and deals are done in black money etc.Corruption breeds black money which by its very nature are off the books.If anybody believes this is a good thing only have to look at the current predicament they are in.Korea takes the cake in this sort of thing and look where they are at now.If you have some change lying around, like about 166 billion to 200 billion dollars,they would appreciate if you lend it to them, I am sure.What happend to all the money Korea had, I was surprised to hear that they only had some 6 billion dollars in foreign reserves,and some 60 billion dollars will be due in a few months,go figure.
