These are a hodgepodge of plans and they're all different.

Medicaid, CHIPS and TennCare are all Medicaid and have no element of risk management and thus are not insurance. They are welfare programs.

The others are different but could not properly be classified as "insurance", other than certain Tricare plans.

A lot of people would not distinguish between insurance an welfare, but to me it is a most important distinction and I try not to conflate the terms.
