I think adults aren't going to be victimized if they can't buy cannabis gummy bears or lollipops.

Its not a major victimization, but it is an extension of government control and intrusion, and one without any serious justification.

But it IS in their self interest to get kids using their product.

Not really. Even if they don't get caught and directly penalized, the fallout from it becoming even semi-common would impact their industry hard.
