..but I'd be pretty surprised if there isn't a codicil that requires owners to adhere to a code of conduct that would clearly call for sanctions on any such behavior

These guys understand that the value of their franchises, and the NBA as a whole, can be harmed by actions like this by a clown like Sterling

Rich guys don't permit other rich guys to do things that fuck with their cash cows

And I guarantee you there is a mechanism to toss any owner for cause

...and actions deemed detrimental to the mission of the NBA, such as this, will most assuredly qualify
