He said (or rather implied in a very strong and obvious way without making the direct statement) that they functioned as such. That isn't the same as saying they are not also serious issues themselves, in addition to whatever other functions he though they served or that he was trying to attach to them.

The issues themselves are the most important thing about them, to the extent they served some sort other purpose, using them to try to attract racist people) through some sort of secret code that only they would hear, thus "dog whistle", it was largely a failure. The left hears the whistle whether or not its really there, while most on the right thinks its nonsense.

As for Obama the vast majority of people who disagree with and/or dislike him do so because of his ideology, policy, statements, and decisions. Sure some people dislike him because of his race, but probably more people support him at least partially because of his race.
