Airliners will discount seats but never below the marginal cost of the seat. Ever. If they can get $1 more than marginal cost they are better off with someone sitting in it. But they're not going to sell a seat for $99 if the incremental cost to them of selling that seat is $100. You're an engineer; this should not be that complicated for you.
