Probably not in most cases. It would usually be too regulated, and most likely too high of price (too high for the dealer to want to pay that much wholesale) for the dealers to consider the legal channel an important source.

I think once it's legalized it'll be hard to crack down on it.

I see no reason to think that. There are all sorts of crack downs involving alcohol (selling to minors, drunk driving etc.) despite sales of alcohol having far more historical and cultural acceptance than marijuana.
