So, why do so many Party Apparatchiks bloviate loudly about 'fraud' and yet refuse to even consider practical, comprehensive solutions such as this?

Such a solution is expensive, and will probably take a lot of time to get going (as opposed to using existing IDs and infrastructure where you could reasonably pass a law requiring IDs for the next major election). They probably think that requiring an ID can reduce fraud noticeably without the expense. Maybe they are right to an extent, or maybe it's just the old "do something" way of thinking were if a problem or concern is identified they want someone to do something, and once something is done they are happy.

Also some of them don't like the idea of further federalization of IDs. Thinking that a national ID card is a step towards a police state.
