Water kills more people, but then there is a lot more of it... It's reasonable to say water is far less harmful. It's closer to harmful the way alcohol is harmful (although alcohol can create direct fatalities much easier)

All of which has little to do with the point that "can be harmful" isn't a good reason to ban something. Maybe if its harmful the way sarin is harmful, then it should be banned.
