But these drugs must be regulated because the addictive properties are far too strong (unlike mj, which is not addictive).
If nicotine is addictive, then so is marijuana, the effects of which are stronger.
The black market would go away but you would have more addiction because many people who can control any other substance cannot control opiates.
The fact that many more people would be addicted would then drive the need for more regulation, which once again fosters a black market.

Best way is to reduce demand, since controlling supply is like trying to cut a head off of a leviathan. More heads will grow.

But the funny thing about addiction is that by definition, addiction IS demand. In fact, it's the most extreme kind. How are you going to control demand when you say, "Oh yeah, all of this is legal, have at it?"
