"Pretty successful"? If he were a Republican you'd be calling him sliced bread.
"Pretty successful" is actually the best I could have hoped for, considering California's dysfunctional state government. There are still a lot of budgetary issues that need to be resolved, and only a miracle worker could have done it all in one sweep. Gov. Brown didn't need to be one.
Uh, prop 13. Under taxing the rich.
Prop 13 is actually the most significant protection against tax hikes for middle-class homeowners. Without it, many homeowners here would be forced out due to rising property values.

Unfortunately, Prop 13 also gives landlords a huge tax break. They can hold rental properties for years as they appreciate, charge more for rent (since rent will naturally go up as property values rise), yet not have to pay more in property taxes.

In that sense, I wouldn't mind repealing Prop 13 for properties that aren't primary residences.
