The question is not raised often enough. The term "minority" is thrown out and we are automatically intimidated or at least we are expected to be intimidated. To even question the enabling institutional structures invites brow beating from the politically correct marauding horde. I noticed in the 70's that "boat people" (South East Asian Refugees) settling in California were very efficient at turning their circumstances from a level that was barely subsistence and dire to a thriving and successful populous in just one or two generations. I noticed something similar in the 90s when there was a wave of Indian immigrants (although they were invited because their members already had strong skills and resources). A sociologist can probably break it down for you but from my layman's observation it amounts to family values which are needed to build strong communities. People who have a community identity are likely connected with successful sub-cultures vs people who are products of destroyed family and disintegration of community who are often those floundering around in decadent lifestyles and generations of failure. A strong sense of community creates belonging and shared commitment, greater participation, perceived safety, a sense of greater purpose, increasing competency and control, and the need to contribute. This is clearly noticeable in successful sub-cultures. It seems any ethnic disadvantage should be overcome within 2 generations or three at the outside, and if not, there are underlying problems that are beyond those which could be remedied by a level playing field.
