Really? I thought that risk of paying more than you expected or 'wanted to', in other words: financial risk, was ALWAYS the 'risk' that people mostly focus on in insurance or re-insurance schemes.... Whether publicly sponsored, or privately.

Isn't that just a matter or degree? A point on a continuum?

Or are you saying it is a variation of type? (In which case you would be talking about particular types... exemplars such as catastrophe insurance, or - in the health care context: high risk pools.)
