Definitely. There are elements that will remain no matter what. And, even if stripped, the legislation will continue and the name will continue if for no other reason that to allow the saving of some face. Americans, generally, do not have the temperament to "rub his nose in it." You have to be a hater to do that and haters are a small minority.
