Only if you define "'real world' problem" so broadly as to include things like "Competition is a problem for me, please government restrict it so I can have a nice cushy position and let the money role in". Oh BS. Most all regulation, and there is tons of it, is to benefit the consumer. Look at 100 random regulations and you'll see that's obvious. Does corruption exist? Of course, that's precisely why we need regulation. We're human.
