Most all regulation, and there is tons of it, is to benefit the consumer.

A lot of it has nothing to do with customers. Environmental regulation, tax regulations, etc. Out of regulations involving consumers of course most are pushed as helping the consumer, often (but not "most all") it actually is put in place to try to provide some benefit to consumers, but put in place for that reason doesn't mean that it actually has that affect.

Does corruption exist? Of course, that's precisely why we need regulation.

The regulation is just as corrupt as other human activity.
