Some regulation directly and obviously decreases competition, other regulation gets pushed in neutral terms but is intended to reduce competition. Other regulation is not intended at all to restrict competition but does anyway, including a fair amount of regulation that is put forth as an effort to protect consumers, and even regulation that actually does protect consumers.

The regulation doesn't have to forbid or even address competition to have an anti-competitive effect. Safety and consumer protection regulation can, and often do have that effect to an extent, just by making it more expensive and difficult for new competitors. They can still be worth it, when the benefit exceeds the cost, but the cost should always be recognized.
