Sure Medicaid expansion is a major part of the program. I never said otherwise.

But its not very relevant to determining if t the program was a success. If part of a city was burning down, and the response was to dump incendiaries on the rest of the city, that response could be a major part of the response, but it would hardly show success, no matter how well targeted and successfully aimed the incendiary drop was.

For something to be a major part of determining success it actually has to be a clear net benefit.
