I grew up in NH, then a fairly conservative/libertarian state. People from MA would move up there because NH had no income or sales tax, tho property taxes were pretty high. Then they'd start complaining, "Why is there no preschool/kindergarten? " "Why is there no trash pickup?" Of course there was preschool and kindergarten, and trash pickup. You had to reach into your own pocket and pay for it, though. (or haul your own trash to the dump.) People never seemed to grasp the correlation, though. :-/
