Tim basically killed your argument in the first post, as those outrageous costs don't do anything toward making taxi service better.

In fact, the system of issuing medallions, which began in NYC in the 30s, was for one purpose only: to impose supply quotas. These are not, as you suggested, fees for guaranteeing nice, functional, safe taxis. They are business licenses with the specific intent of limiting the number of taxis.

Were there not demand for a higher quota medallions would not sell for a million bucks.

It is utter lunacy.
