8 Million that put it in their shopping cart, doesn't mean they checked out. So don't take your 90% and apply to the 8 Million. Plus the exchange problems caused many to create multiple accounts that got to the point of putting in their cart, but couldn't actually buy it because the back end was never completed.

90% number is from people that actually signed up to purchase, and we still don't know what that number is .

We also don't know how many people had insurance and lost it and had to go to the exchange and buy it.
