Its not a matter of beating up on energy companies. It's matter of us of being able to survive as a species. The scientific evidence is pretty clear on what will happen to the globe if we (as a planet) keep using coal as an energy source in its present form (as a planet) in greater increasing quantities. So any solution has to address the stoppage of the this trend/usage and how to pay for it.

WE, the US, have both the legal means to do so and the capacity to pay for it. All the rest is just a matter of political will. The lawyers and the Masters of Finance can quibble about the details and how to fairly implement the plan.
