You're a liar. Prop 13 is still alive.

Gov. Brown increased the sales tax but also made massive cuts to the budget, often at the dismay of the ultra-left state legislature.

In other words, he "balanced" the budget by being a moderate, which is a far cry from his days as "Governor Moonbeam."
