Would that still be true if you had to pay for it, with no more subsidy per passenger mile then air transport gets? Airports get built by government and paid for, over many years, by leasing gates. No private company would build a major metro airport. No stockholder would put up with how long it took to pay off his investment. Lots of things don't work for investors, but work very well for citizens and businesses.
