I don't think you can write stuff off so easily. Germany was a modern, supposedly enlightened, nation. And actually as tolerant as any nation around. Yet, the nation turned it's soul over to a monster for a time. Competiton for land & territory, maintaining military dominance & exploitive expedition - Sorry, that just doesn't explain the Nazi or Pol Pot holocausts among many other things. and the most charitable giving now is coming in from the enlightened super wealthy secular. Yeah sure, there is an inheritance tax so they agree to "give" away wealth to a foundation in their name when they die.
