I think the people who do the introductory prayers are invited to do so. Like when Ben Franklin requested prayers during the constitutional convention. If someone on a FL town council wants to invite a Satanist to pray to Satan, he is free to do so. I frankly wish Demoncrats would be more open about their true religious feelings.
