There is a huge difference between "creating jobs" and "putting people to work."

Government can employ people. But productive jobs are created by the private sector. The government does not, for the most part, conduct productive activities.

For example, a bureaucrat who writes policy manuals is not productive and adds nothing of value to society. He just creates impediments to those of us who ARE productive. He does not innovate, and innovation creates jobs.
