Most telecom companies reduce expenditure on new equipment
towards the end of the calendar year (among the reasons being
that this coincides with the holiday season - high traffic
period). What does that mean for a company which is showing
very little sequential growth (but continues to be priced as
a high growth company)

I do not see any positive news that can come out with reference
to CIEN over the next few weeks/months.
