Nope! As you may know Congress hasn't formally declared war on anybody since WWII so no formal surrender documents are needed. We just start wars and when we get whipped, we just turn tail and run...as we did in Vietnam.

Millions of lives and billions of dollars down the toilet needlessly. Read McNamara's book where he says we really blew it big time. A little late Bob.
