Ted, the ideal for welfare is that it's supposed to be temporary while the beneficiary gets back on his or her feet.

However, the welfare state is designed to keep beneficiaries on welfare and forever dependent on government. No one gets rich off of welfare, but very few will be motivated to get away from it.

Hence a permanent underclass is created. It's no surprise that said underclass is also "majority minority."
